Shiv Kumar was born on 23 July 1936, a village of Bara Pind Lohtian, Tehsil Shakargarh, (now in Punjab province, Pakistan) to Pandit Krishan Gopal, tehsildar village in the treasury and Savita Devi, a homemaker. His family moved to Batala Gurdaspur district after the partition of India, where his father continued his work as Patwari and young Shiv received his first lessons. He completed his degree in 1953 from Punjab University and wrote in F.Sc.
